A higher WOZ value is not automatically incorrect. Investigate which value was set for which year and the property data and sale figures underlying it. The WOZ decision comes from the municipality or its joint tax authority, often on the same notice as the OZB municipal property-tax assessment. This guide helps you prepare a specific objection. For a special property, a large financial stake or a deadlocked valuation dispute, a tax lawyer working with a valuer can provide direction.

1. Establish which decision and authority you need
Take the complete assessment notice and find the entry with the WOZ value, property address, tax year and valuation reference date. Check whose name the decision bears. For objection, follow the stated route to the municipal assessment officer or competent joint authority. The Netherlands Council for Real Estate Assessment supervises implementation but does not decide your individual objection. Nor does the national Tax Administration itself determine this municipal value in objection proceedings.
A WOZ decision sets the value; an OZB assessment calculates municipal tax using, among other things, that value and the rate. Both can appear on one document, but your complaint may differ. Therefore state clearly whether you challenge the value, another component of the OZB assessment or both. Merely finding the amount high does not yet explain why the underlying value or assessment is incorrect.
2. Compare with the correct past date
The valuation reference date is 1 January of the year before the year for which the WOZ value applies. For tax year 2026, it is therefore 1 January 2025. A current asking price in October 2026 is not a benchmark for that earlier market without adjustment. For each sale figure, record the transaction date and ask how the valuer accounted for market developments between that date and the valuation reference date.
Do not confuse this with the condition reference date: the date at which the property’s physical condition is considered. For new construction or a relevant alteration between the valuation reference date and tax year, that date may move to 1 January of the tax year. The price level remains tied to the valuation reference date. For changes, record what existed at both times using drawings, photographs, completion documents and a brief timeline of the work.
3. Read the valuation report as substantiation
Request the valuation report through the municipal portal, MijnOverheid or directly from the municipality. Check property characteristics such as usable floor area, construction year, plot and outbuildings. For each possible error, record what the report states, what you consider correct and which document supports that. Distinguish demonstrably incorrect information from differences in valuation judgment. A differing floor area, for example, requires a verifiable measurement, not merely an impression.
Then examine the reference sales used. Homes need not be identical, but relevant differences must be explainable in the valuation. Consider location, maintenance, size, amenities and property type. Ask focused questions about a dormer, unfavourable location or serious maintenance backlog. A neighbouring property’s WOZ value may prompt investigation, but is not itself a sale price and does not independently prove your own value was set incorrectly.
4. Preserve the deadline during informal contact
The general public explanation says to object within six weeks after the WOZ decision’s date. Have different notification or a late-received decision assessed immediately and keep the evidence. Calling the municipality can quickly resolve a simple data error. However, do not assume a telephone conversation stops the deadline. The Council for Real Estate Assessment recommends a formal objection if confirmation is missing that your contact is treated as an objection.
Therefore do not wait for a promised conversation with a valuer while the deadline expires. Submit an identifiable objection through the stated route and keep the acknowledgement. If documents are still missing, state which substantiation you want to supplement and request an opportunity. For a digital form, check submission actually completed. A saved draft or merely requesting the valuation report does not automatically make clear that you challenge the decision.
5. Make your requested correction specific
State your name, address, decision reference, property concerned and tax year. Then explain the main objections coherently. A short, verifiable argument with targeted attachments helps more than a general list of possible value-reducing factors. Where possible, state the value you advocate and how you arrive at it. Your own valuation report may help, but first assess whether the dispute and financial stake justify its cost.
In a fictional example, a reference home proves fully renovated, while your own home had demonstrable defects on the relevant condition date. Photographs, a building survey and an explanation of the value effect are then more useful than merely saying neighbours pay less. Repair costs do not automatically equal loss in value. Ask the valuer to substantiate how a buyer on the reference date would account for the established differences.
6. Use the hearing and monitor the decision
In your objection, request a hearing if you want to explain orally why the valuation is incorrect. Prepare with a few main points and an overview of disputed property data. Ask the municipality which differences are already included in the model and what further information it needs. Record arrangements for inspection or additional documents. Keep your own copy of information submitted and the calculation discussed.
A special decision rule applies to WOZ objections: in principle, the municipality decides within the calendar year of filing. For filing in the last six weeks of the year, the ordinary General Administrative Law Act system applies, starting after the objection period ends; extension or suspension may matter. Therefore do not adopt a general decision period without checking. Read the decision’s reasoning: were your principal arguments and relevant differences actually answered?
7. Check follow-up and effects on taxes
If the value falls, the OZB assessment is adjusted accordingly where necessary. Check which other assessments or returns use the amended value and whether correction has been processed there. Always use the correct tax year and the valuation rule applicable to that tax. A WOZ change does not mean every tax amount automatically falls by the same amount. Keep the decision and reduction notices together so that the value used remains verifiable later.
If you disagree with the decision, check the appeal deadline and court in the remedies reference. For a late objection, first assess whether lateness is excusable. Ex officio WOZ reduction has its own conditions, including a value threshold; it is not a full alternative to timely objection. Therefore have the correct next step determined from the decision, receipt details, valuation and objection decision. A lawyer can coordinate that procedural assessment with the technical valuation question.
Frequently asked questions
Must my WOZ objection go to the national Tax Administration?
No. Use the municipality’s or joint tax authority’s objection route on the WOZ decision. The Council for Real Estate Assessment does not handle your individual objection either.
Is the 2026 WOZ value based on 2026 sale prices?
The valuation reference date for 2026 is 1 January 2025. A different condition reference date may apply, for example, to new construction; price level and physical condition are different concepts.
Does calling the municipality stop the objection deadline?
Do not assume that. Request confirmation if the contact is treated as an objection and, if in doubt, submit a formal objection within the deadline.
