A provisional income tax assessment is an estimate, not a final determination. If its information is no longer correct, examine amendment rather than simply objecting to that provisional assessment. If the Belastingdienst does not accept changes, it may issue a separate departure decision, afwijkingsbeschikking, against which objection is possible. Check whether you have already filed a return, as that can change the route. A tax lawyer or adviser can help with disputed classification or refusal. This guide concerns income tax and is not a general instruction for every provisional business assessment.

1. Identify the provisional assessment concerned

A provisional assessment may be based on an estimate during the current year or follow a return you have already filed. Record the tax year, date and reason for issue. The Belastingdienst explains that a final calculation eventually follows. Provisional therefore does not mean you can ignore the document or that its figures automatically adjust to your current situation without action.

Compare the assessment information with what you now know. Establish whether you want to correct a wrong assumption, report changed circumstances or address an unaffordable payment. These are different questions. Reduced ability to pay does not automatically justify a different income estimate. Keep the substantive calculation and any payment request separately in your file.

2. Prepare a supported new estimate

The Belastingdienst lists changes in income, business profit, mortgage interest and personal circumstances as reasons to review an estimate. Gather relevant pay, profit and banking information. Use the intended year and explain assumptions. Temporarily low turnover is not automatically lower annual profit. Check both results already achieved and reasonable expectations for the rest of the year.

An estimate is not a final evidential decision on every deduction. Advice is appropriate for a disputed tax classification, a business closing down or a complicated foreign element. Record uncertainties and prevent a desired monthly payment replacing the real information. Ask which evidence is needed now and which information will be checked later with the return.

3. First check whether amendment remains available

If you received an invitation to file, you may request or amend the provisional assessment until the return deadline in that letter. A granted filing extension changes that date to the extension deadline. Without an invitation, the ordinary limit is 1 May after the relevant tax year. Actually filing the return closes the ordinary provisional-assessment route earlier: you can then no longer request or amend it for that year. Check both invitation and extension letter as well as your filing date.

If you already filed and the provisional assessment follows that return, consult the separate instructions. The Belastingdienst describes correction by filing the return again. Establish the actual sequence before clicking a button or sending another request. An adviser can examine the document and filing history together rather than choosing a route from the assessment date alone.

4. Submit an identifiable and verifiable amendment

Use the current official route through Mijn Belastingdienst or the instructions appropriate to your situation. Check other relevant fields as well as the changed amount. Keep the final submitted version and receipt information. A calculation saved locally or a draft in the portal is not necessarily a submitted amendment request.

If an adviser prepared the application, agree who submits it and monitors the response. Also report provisional amounts already paid or received. Otherwise a new calculation may be mistaken for a second independent liability or refund. Where credits are unclear, have their breakdown explained before concluding that the Belastingdienst charges twice.

5. Read the response: new assessment or departure decision

The Belastingdienst says it assesses changes and usually issues a new provisional assessment. It may contact you with questions or about changes not accepted. Reply with the requested evidence and monitor the response date. Submitting a request is not acceptance of every assumption entered. Keep both your request and the authority’s explanation.

If changes are rejected and an afwijkingsbeschikking is issued, official guidance describes objection against that particular document. This differs from objecting to the provisional assessment itself. Have the specific instructions and deadline checked. A general letter objecting to everything shown in the portal may fail to clarify the actual legal issue.

6. Assess payment and final reconciliation separately

The Belastingdienst explains that provisional payments and receipts are later credited in the return and assessment. An amendment may reduce a future additional bill, but does not guarantee the final amount will match exactly. Facts can change and later substantive assessment remains possible. Check the final assessment when it arrives and compare it with the return actually filed.

For a provisional assessment after filing, official guidance says an amount due must be paid or deferral examined. Do not assume correction automatically suspends payment. Ask what confirmation is needed and follow payment instructions. Financial difficulty calls for a separate application, which does not replace supported tax information.

7. Fictional example: profit differs from last year

Suppose a self-employed person receives a provisional assessment based on a high-profit previous year. This year a major contract disappears. They want the assessment to reflect a lower expectation but considered only the first month. A usable amendment needs an annual estimate including costs and other known developments, not just a desired lower monthly payment.

The adviser therefore checks the year, information used and whether a return was already filed. The appropriate route is then chosen and the response monitored. This fictional example promises neither reduction nor an exactly matching final assessment. It shows why a verifiable estimate and correct procedure both matter, and why payment difficulties do not automatically determine the tax calculation.

8. Checklist for advice on amendment or refusal

Request a specific assessment of the route currently open and the documents supporting the new figures. State whether the question is only an estimate or an actual legal disagreement about taxability or deduction.

  • Complete provisional assessment with year, date, breakdown and payment instructions.
  • Invitation, extension confirmation and information on whether and when you filed.
  • New estimate with relevant pay, profit, mortgage or other evidence.
  • Amendments submitted, receipts and every response or departure decision.
  • Amounts already paid or received, payment questions and nearest response date.

Frequently asked questions

Can I simply object to a provisional income tax assessment?

The Belastingdienst directs you to amendment. A separate decision rejecting changes may permit objection. Read the exact document.

Can I always amend after submitting my return?

Not through the same ordinary provisional-assessment route. Official guidance states that restriction. For an assessment after filing, separate instructions about filing again may be relevant.

Is the final tax fixed after the amendment?

No. It remains an estimate. A final calculation follows and must be checked again against the relevant information.

May I stop paying while an amendment is pending?

Do not assume so. Check payment instructions and investigate a separate deferral request where needed. Amendment and payment deferral are different questions.
